Well, sure, go ahead and do that in AE, but that's because you'd be going to AE anyway for the more substantial VFX compositing you'd be doing. you can still apply Twixtor, crank up motion sensitivity to 100 and get that smooth slow motion. After you’ve speed/duration’ed your footage.

For me, the most important difference between Speed/duration and Twixtor in Premiere Pro is the smoothness of slow motion that Twixtor gives. This isn't to say there aren't some caveats: Say you start your edit in PR and then for one particular shot you want to do a bit more robust VFX work with, and that happens to include time remapping among other things. AE is not an NLE, and PR is not a graphics/effects compositor (although it does have some barebones) You might be able to import a composition (from an AE project) into Premiere using dynamic link, but it will appear in Premiere like a piece of footage. Yes, AE does have a better keyframe editor overall, among other things, but you wouldn't go editing an entire video in AE just because it has that.
